In the framework of the “EU Central Asia Strategy for a New Partnership” (2007), aiming at the five Central Asian (CA) states, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, the European Education Initiative (EEI) has been launched. The objectives set within the EEI for Central Asia are:

  • To contribute to the adaptation of the education systems of Central Asian states to the needs of the globalised world and to cooperate with major international partners and donors supporting educational programmes and institutions;
  • To support all levels of education, including vocational education and training and higher education, academic and student exchanges for instance under the Erasmus Mundus programme, TEMPUS and bilaterally.

The Central Asia Education Platform (CAEP) Phase 2, running from March 2015 to March 2018, is a key pillar of the EEI for CA to organise activities, regional and national seminars of direct interest for each of the Central Asian partners in the field of education. CAEP focuses on Vocational Education and Training (VET) and on Higher Education (HE). The main content areas are interaction of VET and HE, teacher education and training as well as quality of education. As CAEP renders its full assistance to the EEI and its main actors – the CA stakeholders in VET and HE and the related commission services – it closely cooperates with EU initiatives like Erasmus+. The second phase of the CAEP project builds on the results and challenges identified under the first phase of the CAEP project. One main goal of the second phase of the project is to bring CA stakeholders and EU Member States closer to the EEI. Furthermore, the active engagement and support of EU Member States is considered as a key element to successfully implement the envisaged policy dialogue.

The overall objective is to enhance co-operation between the European Union and Central Asia, as well as regional co-operation between the countries of Central Asia, in order to strengthen education reforms in the region.

The purpose is to provide the services required to ensure smooth progress on the implementation of the EU CA Education Platform, supporting its objectives and activities as agreed between the EU and the Central Asian partner.

The DG Development Cooperation of the European Commission manages the implementation of CAEP. It is organised in close partnership with the Central Asian countries in the form of a structured dialogue to ensure that selected topics and undertaken actions are in line with the national and regional priorities and interests.

The bi- and multilateral regional and national education sector dialogue will be accompanied by an intensive communication initiative and by needs-driven studies.

Виды деятельности

Component 1: Dialogue Forums

Under this component, the project will continue to provide technical and logistical support to the organisation of national and regional dialogue forums (conferences, meetings, workshops). The Central Asian partners will be invited to propose issues/topics that would be suitable for discussion as part of the platform. All activities should take into account the outcomes of dialogue forums conducted in the previous project phase.

Three stages of dialogue forums are foreseen:

  • Eight or ten national meetings (ideally two per Central Asia country) with representatives of ministries, experts and practitioners to address challenges and support all levels of education, including vocational education and training and higher education.
  • Two thematic technical meetings at regional level amongst representatives of Central Asia public authorities, education practitioners, representatives of EU Institutions and EU Member States and international donors.
  • Annual or biannual regional High Level Education Ministerial Meetings. A first Education Ministerial Meeting was organised by the contractor in June 2015 under the political support of the Latvian EU Presidency in Riga. Based on the outcomes, the Platform shall organise other policy-focused regional forums at Ministerial level with representatives of Central Asian countries, EU Institutions and Member States.

In planning for and organising these forums, the project should take into account past and ongoing similar initiatives in the sector so as to build on their results, maximise synergies and avoid duplication of identical activities. In this regard, the fruitful cooperation with the European Training Foundation (ETF) and Erasmus+ (former Tempus) National Offices established under the Platform first phase shall continue.

Component 2: Mapping and Communication

Under this component, the Consultant shall further develop the project database listing HE and VET projects in the region and set up under the first phase of the Platform. Constant updates will be made and it will be important to identify means for database sustainability.

The Platform website will be maintained and updated, as the main communication tool available and accessible for all. Additional communication tools such as a monthly e- newsletter will be used for promotion and sharing the results of dialogue forums and EU-Central Asia education cooperation and programmes.

Component 3: Studies

Under this component, it is foreseen to carry out studies to complement the dialogue forums. Additional studies, briefings and policy advice might be requested by the Contracting Authority on an ad-hoc basis. To this end, the Consultant will make available non-key experts in the requested fields according to the needs.
