Project Summary, Objectives and Results
The development objective of the Technical and Vocational Education Modernization Project for Kazakhstan is to raise the relevance, quality, and efficiency of technical and vocational education (TVE) through an improved policy framework and institutional capacity. There are three components to the project. The first component is developing standards and quality assurance for TVE. The second component is strengthen governance, management, and financing for TVE. The third component is strengthening skills delivery capacity of TVE institutions.
The project is expected to bring long-term benefits through the improved employability of graduates as the quality and relevance of technical and vocational education (further as TVE) improve, and the supply of specialists demanded in the labor market increases.
The project will raise the rate of returns to TVE as the skills and competencies of the graduates of the “new” TVE system are significantly enhanced and match the requirements of the dynamic labor market; and contribute to increased workforce productivity and competitiveness.

The Technical and Vocational Education Restructuring Program seeks to rebuild and to improve efficiency of the current TVE system by transforming it from a supply-driven system into a system that has the capacity to offer programs that are responsive to the learning and skills development needs of students and business in a cost effective manner.
The proposed project consists of two main components:
Project implementation is at the final stage to complete the planned technical assistance and the implementation of the two rounds of the grants.
The first component has been wrapped up with continued progress in obtaining government approval of the occupational standards developed. The near completion of this component enabled the project to put in place a qualification and quality assurance system consisting the new standards of 147 occupations, an adopted National Qualifications Framework and enhanced institutional accreditation procedures and instruments.
The technical assistance under the component 2 for modernizing the governance and financing has produced the outputs to enhance governance arrangements at national, regional and institutional levels. The pilot of per student financing is underway in one select region and is expected to generate findings and recommendations on a plan for system wide scale up.
