Project Summary

The overall objective was to assist the government in achieving its objectives of reducing poverty and increasing economic growth as defined in the Poverty Reduction Strategy Phase II (medium-term development plan) and National Development Strategy (long-term development plan).

• Assessment of current results management capacity in the two line ministries
• Design of a comprehensive results management system
• Defining indicators for a sector results management system (health and education)
• Implementation and pilot testing at the central, regional and local level.

Project Results

Results achieved:

Result 1: The establishment and the effective utilisation of a first generation (pilot) of a Result Management System in the Ministry of Health and in the Ministry of Education. That system includes an acceptable set of indicators for monitoring and evaluation of results, a system to follow up and monitor these indicators, a feedback mechanism for learning and decision-making and a “quality check” mechanism to further refine the system itself.

Result 2: The creation and the development of an organisational culture – at all levels – that promotes result-focused thinking (institutional capacity development and organisational changes). This implies a shift from traditional procedure-oriented bureaucratic thinking to a results focused thinking that is responsive to client demands.
