Project Summary, Objectives and Results

Project Summary

EC is providing assistance to Kyrgyzstan in the framework of EC Food Security Programme, with particular focus on budget support to the agricultural and social sectors. The purpose of this project is to provide technical assistance, training, and infrastructural support for three target agencies: the Ministry of Agriculture (MOA), the Ministry of Labour and Social Development (MoLSD, in charge of the TVET development).

Project Objectives

– Consolidation and improvement of Medium Term Budget Framework (MTBF) process;

– Introduction of performance elements in the annual budget planning of MoA and MoLSD with a purpose of demonstrating;

– Introduction of modern costing techniques in the programs of the MoA that required improvements;

– Adoption of the Budget Information System (BIS) espoused by the MOF by the Budget Departments of two ministries.

– Improve the Medium Term Budget Framework (MTBF) submissions within the respective agencies; in particular, by developing clearly articulated goals and service outcomes, and by providing useful measures of agency service costs.
– Assist ministries to use unit-cost analysis and workload projections to review their spending on ongoing programs.
– Produce analysis related to the target agencies that can be used at the Ministry of Economy and Finance for defining sector objectives. This analysis will help the MEF cooperate with the target agencies to identify the appropriate budget ceilings and enable target agencies to justify their needs based upon program-based budgeting.
– Improve program classifications based on principles to be agreed with the MEF. These classifications should emphasize objectives rather than administrative structures.
– Increase the transparency of spending results by constructing a plan for the development and use of performance indicators. The purpose of these indicators will be to identify inefficient agency spending which does not contribute to the government objectives, as defined in the Country Development Strategy. This will reinforce a shift away from the current input-based budgeting system to a program-based system.

Project Results


– Ministry programs clearly described on how they align with current social sector objectives;
– Set of sector objectives that are based on Country Development Strategy document that the ministry may use for future MTBF and annual budget processes;
– Performance indicators of ministry programs clearly described as they relate to ministry outcomes;
– Recommendations on sources and procedures to find or to collect new data/information for potential new performance indicators which may be suitable to monitor ministry programs.
