Project Summary

Reviews of National Policies for Education: Higher Education in Kazakhstan 2017 builds on a 2007 joint OECD/World Bank review: Reviews of National Policies for Education: Higher Education in Kazakhstan 2007. Each chapter presents an overview of progress made in the past decade across the main areas explored in the 2007 report. These include quality and relevance, access and equity, internationalisation, research and innovation, financing and governance. The report also examines policy responses to evolving dynamics in higher education and the wider socio-economic changes.

Objective

  • To provide which aspects of the six key areas from the previous report require improvement and draw a number of recommendations for further reform based on international experience and best practices from high-performing systems around the world.

  • To examine the higher education system in Kazakhstan building on 2007 joint OECD/World Bank review, Reviews of National Policies for Education: Higher Education in Kazakhstan 2007.
  • To present an overview of progress made in the past decade across the main areas explored in the 2007 report.
  • To examine policy responses to evolving dynamics in higher education and wider socio-economic changes.
  • To provide recommendations encouraging Kazakhstan to prepare students from all backgrounds to become part of a highly skilled workforce, able to compete in the worldwide economic community.

Activities

Part one: The context of the review

  1. Preparing a country background report that contains a description of the higher education system, relevant statistics and research information, a self-assessment of strengths and challenges and a synthesis of policy priorities and approaches.
  2. The preliminary visit that included meetings with the main actors to further identify key policy issues to be examined by the review.
  3. The review visit included interviews with key stakeholders (government officials at central and local level, rectors, teaching staff, students, researchers, civil society, business and social partners, etc.).

Part two: key findings and recommendations

Preparing a report that includes an independent analysis of current policy initiatives and major issues facing the higher education system in Kazakhstan, and provides concrete recommendations based on international evidence as to future approaches.

Project Results
  • More than 30 concrete recommendations for the development of the higher education system in Kazakhstan by OECD provided.
  •  the long-term picture of higher education modernization in Kazakhstan in The Reviews of National Policies for Education: Higher Education in Kazakhstan 2017 defined.
