Project Summary, Objectives and Results

Project Summary

The OSCE Academy in Bishkek came out as a product of partnership between the OSCE and the Government of the Kyrgyz Republic. In 2002 the two sides signed a Memorandum of Understanding that formalized the creation of the Academy as a regional centre of postgraduate education and a forum for regional security dialogue and research.

In 2004 the Academy launched its flagship programme, Masters programme in Political Science with focus on Central Asia. The programme was designed to serve the young generation of intellectuals from the whole region, and thus efforts have been taken to ensure balanced representation of each Central Asian state. In line with international efforts to assist political transition in Afghanistan, the Academy started accepting students from Afghanistan from 2008.

The mission of the OSCE Academy in Bishkek is to promote regional cooperation, conflict prevention and good governance in Central Asia through offering post-graduate education, professional trainings and intellectual exchange.

The OSCE Academy does not charge tuition fees. All accepted students receive full tuition waiver, and additionally, are entitled for a monthly stipend covering living costs in Bishkek.

Project Objectives
  • To provide expert training and education in human rights, media development, conflict prevention, management, resolution and post-conflict rehabilitation.
  • To conduct demand-driven and practice-oriented research on relevant Central Asian topics aiming at local, national and regional security-building.
  • To support the exchange of information and scientific co-operation among Central Asian academic institutions and their international partner organizations.
  • To establish a regional network of professionals and researchers.

Project Results
  • Two graduate programmes developed: (i) MA in Economic Governance and Development; (ii) MA in Politics and Security.
  • More than 400 students graduated.
