Project Summary, Objectives and Results

Project Summary

The review outlines the main features of Kazakhstan vocational education and training system, and compares its main features with those of other countries. It covers both the education system and the labour market.

Objective is to provide a brief assessment of the main strengths of the system, and the policy challenges which need to be addressed by Kazakhstan in the future.

Project Objectives
  • To examine main elements of VET system development in Kazakhstan: financing, dual training, infrastructure, teachers training and professional development, social partnership etc.
  • To provide recommendations encouraging Kazakhstan to modernize VET system.

  • Preparing a country background report by Kazakhstan that contains a description of the VET system, relevant statistics and research information, a self-assessment of strengths and challenges and a synthesis of policy priorities and approaches.
  • Conducting the OECD mission to Kazakhstan that included interviews with key stakeholders (government officials at central and local level, rectors, teaching staff, students, researchers, civil society, business and social partners, etc.) in Astana, Almaty and Pavlodar.
  • Preparing a report that includes an independent analysis of current policy initiatives and major issues facing the VET system in Kazakhstan, and provides concrete recommendations resting on the analysis presented in the background report, the findings of the OECD mission to Kazakhstan and previous OECD work on this country.
