Project Summary

The study focuses on conducting a qualitative research among stakeholders of Kazakhstan’s higher education system in order to identify their perceptions of the current situation in the context of introducing institutional autonomy and corporate governance in higher educational institutions of Kazakhstan.

  • Analysis of the reasons why individuals chose to become board members.
  • Analysis of the role of senior administrators and board members in university governing boards.
  • Analysis of people’s perceptions regarding the work of the board–how it is structured and what dynamics influence its work.
  • Recommendations for further improvement of the governance bodies.
Project Results
  • Complex issues facing university governance bodies identified.
  • 15 representatives from the senior administration (either rector or a vice rector) and a member of the board from four of the five institutions interviewed.
  • The current legal framework for corporate governance analysed.
  • Recommendations for improving the work of the board proposed.
