Project Summary, Objectives and Results

Project Summary

CANQA, is de facto a tool to enhance cooperation between HEIs, national authorities, and other bodies from three countries of Central Asia, to collaborate in establishing a common framework of reference and to disseminate best practice.

This will be the result as well from the cooperation with associations such as EURASHE, NVAO or the Regional Galician Agency for Quality.

To enhance transparency, accredited universities should also be free to award their own degrees/diploma certificates.

Those licensed, but not yet accredited, could have diplomas issued either by the Ministries of Education, or by an accredited institution prepared to quality assure and vouch for them.

Project Objectives

The long-term goal of the project:
– Development and implementation of quality assurance and quality culture in higher education in Central Asia.

Goals and Objectives of the project:
– The formation and development of group of experts from the universities of Central Asia, the members of the Consortium Project;
– Development of methodological and legal frameworks on internal and external quality assurance;
– Establishment and development centers for quality assurance and accreditation in each participating country of Central Asia;
– Creation on the basis of the centers and development of Central Asian Network on Quality Assurance and Accreditation (CANQA);
– Research, analysis of materials and self-evaluation and external evaluation within the framework of the Consortium.

  • Develop a Central Asian Network of agencies for quality accreditation and assurance
  • Introduce a set of standards, tools and guidelines in higher education institutions for external and internal quality assurance

Project Results

The project brought principles of Academic Quality Culture and Quality Assurance Tools in the HE of Central Asia:

– Group of experts from CA universities and agencies was created (31). Expert capacity building by EU and CA colleagues (8 meetings);

– Methodology on internal and external QA was developed. Publication of Guidance on internal QA introduction in the HEIs of CA – done by CA experts – 1 st edition. Developed Guidance on external QA;

– Introduction of quality culture in the CA HEIs by CA experts (43 dissemination trainings by CA partners);

– Creation of independent accreditation agencies in KG and TG, equipping with tools and staff;

– Creation of a Central Asian Network for QA and Accreditation (CANQA) – Memorandum signed – members are newly established agencies and Consortium members;

– Pilot program accreditations (December 2011 – April 2012) with CA and EU experts in the panel by the new QA and accreditation agencies;

– Publication of the 2nd editions of methodological materials and Guidelines on internal and external QA by April 2012.
